It was stated that when Rumple died he went to the Underworld, and when Peter Pan died he also went there. But it doens't seem that they had met aaing until Souls of the Departed, even that the both of them arrived in the Underworld at the same time.

The Underworld wasn't planned by that time. They probably forgot that lol. But I don't think when a Dark One dies, they awkwardly walk on the main street with their awkward costume. They may be in a different location of Underworld. Otherwise they could kill anyone they wish with a wave of their hand. This also may be a good explanation of why Gold didn't say anything about why the UW looks like SB after he was resurrected.

I feel like Rumple was captured by Hades like Hook was, but didn't escape until he was revived. Or since he could still be revived by the vault there's some other "temporary Underworld residence" location separate from the more permanent location of Peter Pan.

So if the DO doesn't goes to the UW, why Hook went? After all, he was a DO when he died.

No. I meant when a Dark One dies, he/she may go to a different place of Underworld. After all, Underworld is not just screwed-up Storybrooke.

It would seem that Rumple went there, but didn't see Milah or Pan until now. Even Hades seems to gloss over the fact that Rumple was down there.

Well, he also makes it sound much worse than it is, and that was only a couple of episodes before. I think he ended up in a different part. Possibly being tortured by Hades, like Hook, or in a place we haven't seen yet.
