Tamara and Greg got their karma.
Considering that Tamara's last moments alive were expressing regret for her actions and warning Henry to keep away from the Lost Boys . . . I find it very difficult to accept that she "got her karma". In fact, I hope Rumpelstiltskin pays the price (and dearly) for murdering her in such a brutal fashion.
The only thing he did (that we've seen) is when he robbed and killed the Giants. That was bad, yes, but was still more of a D-Bag move than a villian move.
That was a villainous move to me. Prince James led a slaughter against the Giants. And he had refused to help Jack when she was dying of poison.
Ok, it was a villainous move, but then again, Snow's Murder of Cora would also classify as such. And I see no way that anyone would classify Snow as a villain.
My point was that James has not really shown enough to be classified as a Villain. Just a first class Jerk. (opinion of which was reinforced by his "introduction" to Snow in the Underworld Diner). Now, if they do more with James in the 2nd Half of Season 5 (and fill in some back story), I might be persuaded to reconsider.
Without a doubt, Cruella and Jafar take the cake for evil. Zelena for mentally unstable.
After seeing Hades, it would seem that he might take the title "Most twisted Villain", also does anyone think that Peter Pan might redem himself?
Cora and Malcolm/Pan are both pretty awful. Pan is worse than Cora I guess, because he doesn't even love his son that much.
Jafar is pretty evil as is Cruella, though she had less of a chance to show it.
Jafar is arguably the worse person, but then again they all have had bad childhoods. Jafar is the one that literally got what he wanted, which was to have his father love him, so that he could kill him and show him what it was liked to be betrayed.
Cruella seems to be amoral, almost, but she seems pretty much just that. Just a killing machine that can't kill. She had no hope whatsoever.
Hades hasn't been onscreen enough to tell. Zelena is just a bit unhinged and needs a good therapy session. Cora is fairly decent when compared to Pan, but Malcolm wasn't that bad of a father...I mean he did practically sell his son, but he himself was sold as a child. Apparently it was ommon in Malcolmn and Brennan's day.

Well Snow expressed guilt over killing Cora. James has not expressed any guilt whatsoever for his actions. Plus Snow killing Cora was just her mourning her mother and wanting to take down an evil person who has done many other terrible things. I feel weird defending Snow since I usually don't always like her but at the same time, I always felt she had her reasonable reasons for what she did to Cora.

Both Peter and Cruella are absolute 0 in terms of goodness, however Peter was much more effective and dangerous due to being smarter, so he takes it.
Though i do wonder what Cruella would do if she had a child....

We should probably consider Mr. Hyde to be #1 now, with the PiccoloQueen being #2. Arthur turned out to be a pretty pathetic/decent guy in the end. As for Gold, he'll never change, he even said to himself that he's a villain.
