So I noticed after looking back at the OUaT episode "Fruit from the Poisonous Tree", there seems to be a difference between the rules of magic that Sidney (Magic Mirror) told King Leopold as compared to what Cyrus told Alice.
Cyrus' rules are:
1. No bringing a dead person back to life.
2. No killing.
3. Can't make a person fall in love with you.
4. No changing of the past (this seems to be a more general version of Sidney's "can't change the consequences of a wish").
Sidney's rules are similar though worded differently except that he had an additional rule "No wishing for more wishes"
Did Cyrus forget to tell Alice about this rule or can Alice actually wish for more wishes?

Genie Magic can kill, but you cannot kill someone with Genie Magic. That is to say, the rules to Genie Magic is that you cannot ask a Genie to kill, time travel, or make someone fall in love. But, Genie Magic can backfire, and kill someone.
