I don't think so, because by the time Rumple met Robin Hood he had already lost Bae, meaning that Peter Pan was already in Neverland and Robin Hood's child hadn't even born yet.
It does not make sense to me, sorry :/ Pan is his own character and I don't think he is related to anyone outside Neverland. Although it would be interesting to see how he came to be Peter Pan.
But I have not seen any connection between Hood and Pan. It's simply too far fetched and they would have to present a damn good reason to support this theory.
Roland looks like little Bae ^.^ Anyway I don't think Pan is Rumples father. But I kind of think Rumples father is in Neverland. As a shadow. And maybe the fleshly part of him is held prisoner somewhere on the island.
Rumple went to Neverland when he was a child so Robin can't be his father in any possible way. Some theories really go far. As for Peter Pan unlike the book and as stated by the creators is centuries old, so I guess he's a part of Neverland. I hope they will bring his backstory later.

At first I thought Peter Pan was Rumple's father and he got turned into a teenager, but now I'm thinking he's probably the one in the cage.
