I both want him to be Emma's foster bother but I also want him to be a flying monkey. Perhaps, he will be a nice monkey like Finley in Oz the Great and Powerful.
Do you have a link? I remember them stating he would have some sort of a connection with Rapunzel, without precising whether that connection would be romantic or not.
Just go to google and type in Christopher Gormham Once Upon A Time, and go to News. It's stated in all of the different sites, it was even stated on the season 3 page of this wiki before someone removed it.
And with the Neal thing, before he was named Neal, everytime I'd stay the mouse on the link to his name, below it someone had it say 'Robin Hood'.
I still can't find anything about his romantic connection with Rapunzel, which doesn't mean you are wrong though. Anyway, that gave me an idea, maybe he is a winged monkey who fell in love with Rapunzel and trapped her in a tower (since he can fly). Or Wicked Witch is using Rapunzel to control him and his army of winged monkeys.
I think Walsh was the prince from Rapunzel, but chose not to rescue her and ended up in the land without magic, and decided not to make the same mistake, with Emma.
All interesting theories. I too believe Walsh is a winged monkey. I did guess a while back that Walsh seems placed with Emma, by I'm guessing Zelena, but whether he's doing it blindy following orders or that she is using Rapunzel as leverage to get what she wants remains to be seen.
I would love the idea that Walsh fell in love with Rapunzel, and would visit her in her tower (after being imprisoned by Zelena) but remained hidden in the darkness (The Grudge like twist) because he didn't think Rapunzel could reciprocate once she had seen his appearance.
I would prefer Walsh to be doing bad things in order to save his true love, and have him be redeemable then Wicked. I don't care what fantastic reason Zelena has for being wicked, but please, let her stay wicked.

I wonder if the creators are now kicking themselves, for making Victor Frankenstein's Storybrooke name Dr. Whale? If it were not for that, no one would have made the Walsh/winged monkey connection.... it is almost too obvious, now.

James Whale was the director of the original Frankenstein film. Pat Walshe played Nikko, the head winged monkey, in The Wizard of Oz.
Anyone else think that he might also be the wizard, and that he's only a flying monkey because Zelena turned him into one when she snuck up on him, and she's forcing him to do her work, because he genuinely liked Emma, he even said so himself, and I doubt any of the other monkey's would do that.
