I like to think magic was neutral before the DO and the wand was made of neutral HG magic, filled with light HG magic part of Merlin's magic (and he never used the dark HG magic) and had to be wielded by someone with strong dark magic. That would mean that Merlin could use it (but that's a bit redundant, since he already can acess his power), and any one strong enough (or simply dark) to wield it.
Other than the Dark One and Emma, magic on OUaT has generally been neutral. It was the practioner's emotions, that caused it to be either Light or Dark.

Then in 3B, it was sorted to light magic and dark magic. They needed Emma's light magic to destroy Zelena and that Regina can't do it cause she has dark magic, but then she thought really hard and it turned into light magic for one time only. So we had different kind of magic light (Emma, fairies, Glinda...) and dark magic (Gold, Zelena and every other villain).
Now, we go into 4A, which is when it gets really confusing. Emma is good so she has light magic, but Elsa is also good which means her magic is light magic, but her magic is exactly the same as Ingrid, a villain, that's supposed to have dark magic. They invented the term ice magic, which means someone who controls the solid state of water (ice & snow), so when we saw Emma uses her "light magic", we saw her controls the light (electricity?), so magic is sorted by elements, cause in that season we saw Regina using fire balls...a lot.
4B pretty much returned to the basics of 1-3A.
5A is again with light magic and dark magic, but here is what confuses me. Emma used dreamcatchers, which Regina said are dark magic, but we saw Emma uses them in season 2 while being with light magic.

Emma didn't remember that she had magic until after she was the DO, but I'm partially kidding because in the 5a finale aka this episode Emma was about to white (not yellow) light plast Nimue.
I think of it as elelments or at least I would like to. I think before Dark magic is simply the generic magic, light is light, ice is ice, dark is everything else. I mean Mal had light blasts, but I assume it's darr magical energy.
5a is mostly only confusing with the HG magic which makes DO powers sort of out of wack with Merlin's who once he got it changed an entire landscape with no real effort. Nature magic? Or probably the neutral magic which controls nature and dark magic is simply anything similar to DO magic.....I guess. I mean Merlin did use a similar Regina/ Isaac puff could.
Regina didn't want Emma to use the dreamcatcher because that would mean using magic in general, and as long as Emma was fighting off the darkness, she wasn't supposed to use any at all, because she could only access the Dark One magic. The more she used the Dark One magic, the more it affected her.

There was implications that magic had a light side and a dark side, since Season 1. Things like Snow getting "dark fairy dust", and the line from Blue "Of course you would think of a curse and not a blessing", implyed that magic had two sides.

Let's take a moment to appreciate how Emma tried to attack Rumple, even tho there was no chance of hurting him. Who else in the show had tried to attack Rumple on full power? Zelena took his dagger so it doesn't count for me. Regina never, blue never, the snow queen never, none of the other witches either. I want to see Rumple in a magical fight.
I guess....Hook, but then he'd obviously get murderstomped. I agree. It's wierd that we've never seen him in a magical fight. Either he gets what he wants easily or they leave.
