I can already picture Regina's heartbreaking expression, when she sees Henry again. She is going to be so conflicted, and terrified that something bad will happen to him. Giving him up, was the price she paid to keep everyone safe.

Just because you're successful at scamming and manage to get away with it doesn't mean what you did was okay and legal. In fact, it reinforces the illegality of the act. Someone who kidnaps a child and raises the kid with forged records her/his entire life was never actually the kid's legal parent. The same applies to Regina, she just had magic to do her forgeries with.

All due respect, do you think beeing a mother means either having got the baby from inside her body or having legal documents? Legal or not, Regina *is* Henry's mother. She raised him. She loved him. That is what makes someone a mother, at least in my opinion. :)
