It used to bug me, but now I just accept her as canon without thinking about her too much. They could have retconned her as one of the Graeae or one of the Fates. It's that one sentence naming her Miss Ginger that really makes me think she was originally going to be the Blind Witch. That had to be the most obvious name of all the cursed names. (Though I didn't know it was the same actress until later.) Maybe she was created when the True North Blind Witch was killed to create a balance? Or since Hilda was a Blind Witch in Oz, maybe she was a Blind Witch from another realm.
I think so too, but Hilda was a realm travelling Blind Witch, or at least that's the theory since a lot of people think she was from Arendelle (I'm not convinced she was just because she mentioned it, but it has merit due to her name). She probably at least visited Arendelle. I'm pretty sure Oz it's a different realm/world. (oddly enough it wasn't on Henry's chart and he seemed confused on it as to who his Aunt would be even if he wrote about Zelena in his book). I don't think we'll ever hear more about this particular Blind Witch. If I had to give her any real backstory, I'd say Regina needed a witch to help her cast the curse, she'd already made enemies and burned one blind witch so she chose this one. Miss Ginger almost certainly was going to be that Blind Witch. Has anyone ever asked the writers about her? I'm curious if they even remember by now.
She was probably either a random witch who happened to be blind, or like I said they planned her to be the gingerbread Blind Witch (Miss Ginger) and kinda just threw her in and planned the Emma stuff later (let’s remember this was only episode 2) and don’t forget Maleficent was introduced in Season 1 as a side character with only two appearances and was almost a villainous princess who cursed a sleeping beauty. In Season 4, she became a main antagonist with a new wardrobe, was revealed to be pregnant and lots more changes. Ursula was introduced in Season 3 as Regina and the statue. Then in Season 4 it turns out there’s a real Ursula. The stepsisters were introduced in 1x04, one was eventually implied to be Anastasia the Queen and then in Season 6, two completely different looking girls (from 1x04) are introduced and Anastasia is never mentioned. My point with all of this being that they don’t always plan ahead and sometimes side plot lines get changed.
I think the Clorinda and Tisbe situation was just because Emma Rigby wasn't available (and perhaps because of the Michael Socha situation).

This is clearly off-topic, but it would be too much of a coincidence.
Ana wasn't the stepsister, because it wouldn't fit the timeline, and they actually still cared about the timeline in Season 6.
Oh no! the Anastasia thing is taking over again! XD :) I want to talk about her too, but I'll resist and get it back on topic...
I guess it really depends on if you care about in universe continuity.If you don't care about it, Miss Ginger was never THE Blind Witch and her name is a coincidence. In fact, you probably don't even remember her if you fall into that category. So it's fine. If you do care about it (like me) then Miss Ginger is obviously not Emma's Blind Witch, that much is certain, for the obvious reasons that even if she was a recast, she would have been dead by this point and couldn't have been at the curse casting or in Storybrooke. That leaves us to speculate why there was another Blind Witch who was realted to Gingerbread. Was she the second witch's mom? Maybe even the mother or relative of both of the other witches? We'll never find out for sure. Also, off topic, any evidence that Miss Ginger was blind? Her counterpart had her eyes sewed shut, so she probably could still see.
Ms. Ginger is just an old woman with glasses.
My guess is she was suppose to be from Hansel and Gretel but they changed their minds early on. Remember that the pilot was likely thought of far before True North.
At this point we could say she is another version of the Witch from the Hansel and Gretel fairytale. We would up to 3 now.
We all know that the SB names weren't random. They meant something. And well, if we have a blind witch and her curse name was Miss Ginger, that's very telling about her identity.
I agree with you both. Something else that's odd, is Miss Ginger appears in the episode before "True North" and in two episodes after it. But never again.
